Is Free Will a Law

Hello
I was wondering if free will is considered a law? I feel it must be but I was wondering where it sits in the hierarchy of laws as it appears to be one of the biggest laws after love? Or after love/truth/humility.
I was wondering if it has any properties? and how the property of free will interacts with other laws and your soul.
I guess I'm asking because most aspects of human behaviour is covered by DT and most laws are covered quite in depth but I feel free will is not really covered that much.
I find it hard to align myself of the concept of free will and a loving god? I don't find free will a beautiful thing when we can do so much harm. I can see parameters in other laws, but none in free will?
